This past fall I stumbled over a few of Bill Peet's books while on one of my many book hunts at the salvation army. Once I found out he adapted The Sword in the Stone (my favorite Disney movie) and did the character design I was sold. He is a great story teller and created over 30 children's book later on in his career after a long sometime troubled stay at Disney.

PS... but I don't go to even thumbnail the dummy until I feel like the manuscript is tight (usually after a few revisions) because it takes a lot longer to redo the pictures than the other way around.

I go back and forth. I might have an idea for a story sparked by some sketches or have the main idea of a story just come to me and then maybe I'll work an outline out of that. But even as I am writing the manuscript, I'll start doodling a bit and that inevitably changes some aspect of the manuscript. I try not to be too married to the words or the pictures though and keep everything pliable. It's likely that even if accepted, an editor/AD will want to see revisions anyway.
